HHSRS is the risk-based evaluation framework used in England and Wales to assess potential health and safety hazards in residential properties. It was introduced under the Housing Act 2004 and is the primary tool used by local authorities to enforce minimum housing standards in the private rented sector.

The updated HHSRS framework covers 29 hazard categories, expanded from the original 29 categories to reflect current evidence on housing-related health risks. These include damp and mold, excess cold, falls on stairs, fire, electrical hazards, structural collapse, and many more. AnyInspect templates cover all 29 hazard categories.

Category 1 hazards are those where the risk score reaches a level that requires the local authority to take enforcement action — such as issuing an Improvement Notice or Prohibition Order. For Category 1 hazards, local authorities must take action. Options include Improvement Notices, Prohibition Orders, Hazard Awareness Notices, Emergency Remedial Action, and Emergency Prohibition Orders. For Category 2 hazards, enforcement is discretionary. HHSRS assessments are typically carried out by Environmental Health Officers (EHOs) and Technical Officers employed by local authorities.
